From Rule 1.08 - The On Deck position is not permitted.... Only the first batter of each half-inning will be permitted outside the dugout.

Forfeits - guidelines and pitching
Teams cannot start, play, or end with 8 players in any competitive division. Teams must start, continue, and end with 9 players, NO Exceptions. (Rule 4.16). If a team cannot field 9 players by GAME TIME (No Grace Period), the game is a forfeit as per advanced decision by the Board Of Directors. This means 9 players present (both Home and Visitor), NOT 'arriving in the parking lot', or "on the way" etc.
If a game is forfeitted, the playing field is still available for the time scheduled, for a scrimmage, should the teams want to participate. It is STRONGLY advisable NOT to pitch your regular pitchers. While the pitch counts and innings 'officially' don't count, these rules are in place to protect children's arms, not for strategy purposes. WE DISCOURAGE all Managers from having pitchers pitch in scrimmages and then utilize them in subsequent real games without what would be the normal required REST. The easiest way to comply with this is NOT to PITCH anyone who might pitch at a later date.
Warming up the pitcher
Managers and Coaches shall not warm up the pitcher. {Rule XIV(f)}While you may want to speed up the game, the spirit of this rule is to keep Adult involvement to coaching, not playing. The game is about the kids, not the adults. Simple concept: More Kids, Less Adults.
Time Limits
Game start time shall be the responsibility of the Umpire(s). For the purpose of time limits on AAA games, the TIME is determined at the time of the last out of an inning. At that time, it will be determined by the umpire whether play continues or not. If time is up, the game is over. If the field has NO more games on that field afterwards, the game can continue as a 'scrimmage' HOWEVER, the game will be listed in the standings as what the score was at the time the game was over, which could include a TIE.

Adults I N S I D E the dugouts
Not outside against the fence, I N S I D E. If that means you need to draw a line from pole to pole to assist you in remembering, then do so. The game on the field is for the kids, period. This is the kind of thing that we consider for future Manager and Coach assignments. Tball, A, AA can have coaches on the field to assist.
ONE (1) Offensive Timeout per inning
Teams are only allowed one (1) Offensive timeout per inning. This is often abused by the third base coach unknowlingly, but it does SLOW down the game. This means, you can only call time to have a conference once during your half of the inning. After that, the umpire should not allow it, and may even instruct the pitcher to start pitching.
Mound Visits
Coaches must change their pitcher at or before their 3rd visit to the mound in a half inning, or at or before their 4th visit to that pitcher in a game. Pitcher changes in LL reset the 'counter' to 0. Coaches must get prior approval to exit the dugout from the umpire, BEFORE they come out of the dugout.
Made Up Rules Not In Rulebook
There is often confusion about 'phantom' rules that actually don't exist in the Little League Rule book, despite common misconceptions that they do. Some examples:
A batter can't change sides after one or more strikes. FALSE. Yes they can.
Catchers on base must be replaced as a runner to speed up the game as per the 'catcher speed up rule'. FALSE. There is no such thing.
A pitcher must be replaced if they hit 'X' number of batters. FALSE. It is the Manager's descretion (or pitch count) as to if and when to change the pitcher.
AAA Baseball
Runners can only advance to home ONLY on a batted ball play. Batted ball play is ongoing until all runners stop and ball is in pitcher's control on the mound.
Example: Runner on third. Pitched ball is not hit. Catcher throws back to pitcher, but ball rolls into center field. Runner can't advance.
Example: Runner on third. Pitched ball is not hit. Runner leads, catcher tries to pick off at third but ball rolls into left field. Runner can't advance.
Example: Runner on first. Batter hits ball into outfield. Runner tries to advance to third and throw to third is too late. Batter then tries to advance to second and throw goes into outfield. Runner at third CAN run home.
Manager Notes and Clarifications
Some questions came up and here are some clarifications:
GENERAL:
When you are unsure of something, ASK. Don't take it upon yourself to “wing it”. This is especially important when deciding if something is allowed or not. If no one is available to answer the question, take the position that it is NOT allowed, and follow up at a later date.
COACHES:
Allowed in Dugout: Players, Manager, 2 Pre-Approved Coaches.
1 Manager + 2 Coaches = 3 Adults.
No siblings or friends in dugout.
PLAYING TIME (AAA,Minors,Majors):
All divisions- Continuous Batting Order
Minimum defensive playing time is 6 defensive outs.
Starters can come out after playing 3 outs.
For Defensive Non-Starters, their 6 defensive outs must be consecutive. (i.e. A player coming off the bench must stay in the field for 2 innings before being removed.)
In addition, a Starter coming off the field, must stay on the bench for 6 consecutive outs)
GAME COMPLETE:
If at anytime, it becomes impossible for a team to come back to tie a game due to the maximum 5 run per inning rule, the game is over.
RESULTS:
Game scores and pitching results must be on the web following the game on the same day.
PITCHING:
Pitch counts(BB) / innings count(SB) must be on the web following the game on the same day.
BASEBALL PITCHING:
Pitchers pitching 40 or less pitches can go in to play Catcher.
